Are free cam sites really free?

Yes, with one condition: on free cam sites you can watch without paying, but you share the model with the room. The paid part begins when you want something for yourself. Whether that counts as "really free" depends on what you came for.

Two business models

Freemium, or token sites. Public rooms are open to everyone. Models earn from tips, so they have every reason to keep the public show entertaining. You can watch indefinitely and never be asked for a card.

That is a legal identity check, and a legitimate site explains it on the verification page. A random site asking for card details "to prove you are 18" with no legal notice is a different matter.
